Councillor Jo Cockerton resigns as a Parish Councillor due to personal reasons. Mrs Cockerton has been a Councillor for many years and the Parish Council is indebted to her years of dedicated service and wishes her well for the future.

Herts young farmers is run by young people for young people. If there is something that everyone who has ever been a Young Farmer will tell you - its how much YFC has done for them. Whether its new experiences, skills, confidence or friends - everyone who enjoys the outdoors has something to gain. We are always looking for keen outdoorsy types to become new members so if you fancy a go at scuba diving, you’re interested in behind the scenes tours of places not normally open to the public, enjoy BBQs and parties, want a go driving a tractor (or to show off the skills you already have) we’d love you to come along to one of our meetings. YFC also gives you the opportunity to travel abroad, get reduced price training and of course get involved as much as possible. All our clubs are run by our members, meaning every week you get to do the things you want to do.

No more waiting in the rain!
The new bus shelter at the corner of Townsend Close and Barkway High Street came into operation today. The installation of the bus shelter was organised by Barkway Parish Council using Section 106 monies received from North Herts. District Council.

BBC TV presenter Matt Baker, along with Pudsey Bear, travels down Barkway High at approximately 8.30am as part of his bike ride from Edinburgh to London to raise money for Children in Need.

Bonfire Night on the "Rec" - the weather stayed dry and the turnout amounted to nearly 300 people for the firework display. We had a new position for the bonfire this year, and it seemed to work well. The display lasted for 40 minutes which was great value. We collected £278.09 in the buckets. A big thank you to all those who donated. The food and drinks were supplied by the Playgroup (raised £250.00) and the youth club, raised and donated £65.00 to the Pavilion project. We hoped you all enjoyed the evening and will come again next year. Big thanks to my fellow  pyrotechnichian, Vince Styles.   Tony Terry.

Barkway Parish Council has been successful in obtaining a grant from the North Hertfordshire Partnership 'Rural Community Pot' for the Queens Diamond Jubilee Celebrations to be held in the village on Sunday 3rd June 2012. The monies received from the grant will make a contribution towards the total funding required for this event.

Planning Application for Proposed replacement bund and associated landscaping works at Nuthampstead Shooting Ground
Mr Conor Guilfoyle, Senior Planning Officer, Development Management, Herts County Council, has informed Barkway Parish Council that the original  submission for this planning application been found to contain errors and has been withdrawn. The information previously published by Barkway Parish Council was taken from this original application and supporting documentation and, due to this error, may therefore have been unintentionally misleading. 

A revised application has been submitted to Herts County Council.
 
Mr Guilfoyle states in his letter:
"This application was originally received on 24 August 2011 and the local Parish Council and neighbours were consulted. However, the application contained an error which implied that the associated heavy goods vehicle (HGV) movements would travel to/from a northerly direction through Barkway along the B1368. It has now been clarified that they would travel to/from the site in a southerly direction along the B1368.
 
1/     The proposed HGV vehicle movements on the B1368 would take place along the B1368 to/from the south, turning right off the B1368 onto Nuthampstead Road, past Barkway Golf Course and along Park Farm Lane in Nuthampstead, from which access would be gained to the site.

 

2/    The application does not propose that HGV movements would travel along the B1368 through the village of Barkway." *
 
District Councillor Morris has kindly agreed to keep Barkway Parish Council advised on this planning application.

There have been reports recently of unsheeted lorries driving through the village on their way to and from Ansty Quarry. The Parish Council has reported the matter to NHDC and monitoring of the situation by the Enforcement Team has confirmed that laden lorries were accessing and leaving the site without being sheeted. A letter will be sent to the Quarry Company.

Jarvis Contractors and North Herts Homes would like to inform the public that demolition work has now commenced on the site. The solid hoardings will be completed within 2 weeks, however in the meantime a harris rail will be erected as soon as possible as a temporary measure around the site.  For health and safety reasons, with immediate effect, the site is off bounds to the public, and under no terms should the public enter the site, even whilst the harris rail and hoardings are not in place. This is to guarantee the safety of the public and site workers.

Additionally the Parish Council would like to thank the individual who returned the wood from the bench overnight, enabling them to be reunited with the frames. It is much appreciated.

Work has commenced at Wheatsheaf Meadow House. From Tuesday 9 August, contractors will commence erection of hoardings around the site to secure it. The Parish Council has removed items to be recycled within the village. Unfortunately wood, from two of the three benches, along with paving stones have been removed without permission, by members of the public.  The public are reminded that the site remains the property of North Herts. Homes, and any items removed from the site without prior permission are classed as theft, and will be reported to the Police. The Parish Council would appeal to the person who removed to the wood from the bench to simply return it to the site, that it might be reunited with the frame and then taken to be used within the village for the benefit of all. Should anyone have any specific request to remove any item from the site, this should be addressed to our representative Dr Robert Davidson, who can liaise with North Herts. Homes for permission. Permission will depend on if the item in question is part of the demolition contractors agreement with North Herts. Homes.
Due to the erection of the hoardings, which will close of a section of the roadway in Periwinkle close narrowing it to 2/3 its normal width, the public are urged not to park in Periwinkle close, anywhere near the site, or on Royston Road itself.

"B" in the Park held on the 23rd July at Barkway Recreation Ground was a great day of games, sport, science activities, good food and drink. The bonfire added a real camping feel and the acoustic guitarist, Molly, was wonderfully
entertaining and extremely talented. 
Thank you to all who attended and all those who volunteered their time to provide activities.
Barkway School and Barkway Playgroup each raised about £300 in profit.

Rowan Homes and Jarvis will commence work in the next 14 days at the Wheatsheaf Site, to prepare the site for dismantling, in accordance with the demolition plan. Initially, items to be reused within the village will be stripped out, along with an internal strip out. Simultaneous to that, a hoarding will be erected around the site perimeter, adhering to the Highways  boundary and sight lines on Royston Road and Periwinkle Close.

The red telephone box in the High Street has now been decommissioned by BT and has been adopted by the Parish Council. Its future use within the village will be discussed and reviewed.

Dr. Robert Davidson has resigned with immediate effect from the Parish Council. The Parish Council and the Clerk would like to express their appreciation of all the hard work that Bob has put into his role whilst on the Parish Council over the past 3 years and wish him well for the future.

The Speedwatch Group and the Police are pleased to announce that following talks with the authorities, that an alternative location in Royston Road has been identified and agreed, enabling the Speedwatch banner, removed following complaints from two residents, to be re-erected within the 30mph zone as part of the Police and Speedwatch Groups programme to educate drivers to slow down in the village

The process has commenced for the red telephone box situated in the High Street to be adopted by the Parish Council at a cost of £1. Research showed that the box was little used and plans are in hand for the box to become an information centre for village activities. Further details will be published when available.

Following a period of negotiation and agreement, work has commenced on sub-letting the electrical supply from the pavilion on the recreation ground to the newly built Cokenach Cricket Club's pavilion. This means that, in effect, Cokenach CC will reimburse the Parish Council for the cost of the electricity used by the cricket club. To provide a separate supply to the cricket pavilion would have been costly and the cricket club approached the Parish Council with a request for help. An agreement has been drawn up and this is a clear example of how the Parish Council is able and willing to help organisations within the village to function effectively and efficiently - it is hoped the the village and the cricket club will benefit mutually from this arrangement and that the cricket club will feature as an important organisation within the village.

Following complaints by two residents of Royston Road, that the Speedwatch banner, designed by schoolchildren of Barkway VA First School, to promote speed awareness, was unsightly and inappropriate, despite the endorsement of the Police and Herts. Highways, we regret that this banner has been removed. Unfortunately there are no alternative safe and effective sites on Royston Road, that either the Police or Herts. Highways would be satisfied with, and as a result the banner has been removed.

Road traffic accident at 0830h in Barkway High Street, near no. 20. Cyclist knocked off bicycle by car - police, paramedic and ambulance attended.  Cyclist not thought to be seriously injured.

The Parish Council held its Annual Parish Meeting on 25 May in the Village hall. The Meeting was attended by around 60 members of the community representing 14 village organisations. Cllr Dr Bob Davidson addressed the meeting and delivered the Annual Report, summarising the previous year's activities of the Parish Council, and touching on the matters the Parish can anticipate in the coming financial year.  A full copy of the Annual Report will shortly be delivered to every address in the Parish.  Mr Kenneth Grant,  manager of Cockenach Estate, delivered a very interesting presentation about the Estate’s history, development and activities.   Members of the village organisations, including for the first time, Cockenach Cricket Club and the newly named Barkway and Barley Football Club (BVBFC), then delivered their annual reports on their individual organisation’s activities in the past year .

The Casino Night held at the Village Hall on Saturday 14th May was a great success and raised much needed funds for the Recreation and Pavilion Project. Approximately 70 people attended the event and the evening produced a handsome profit of £1261.25. Together with donations received at Barkway Market, the project committee is in a position to move on to the next stage of the project.

Negotiations have taken place between Barkway Parish Council and Barley Football Club with a view to the football club changing its name to Barkway FC. At the moment, the Barkway recreation ground is used as the home ground for Barley FC. With the plans to redevelop the sports pavilion in place, it was felt it would be sensible for Barkway to have its own football team. Barley FC were approached on the subject and agreement has been reached for the club to be known in the short term as Barkway and Barley FC. In fact this name change has already been registered with the respective football associations and leagues. This presents an excellent opportunity for both parties. Barkway will again have a football team and another organisation for residents to use - and the football club will have undoubted benefits from the relationship.

The Recreation and Pavilion Project Group received official notification today that their application for a £50,000 grant for NHDC Parish Amenity Capital Improvement Funding (PACIF) had been successful. This award, made subject to various conditions, means that the viability of the project, whilst not guaranteed, is certainly raised to a greater level of attainability. We are now in a position to research other funding sources and in doing so we are appealing to the public and local organisations for their donations, ideas and support. The Project Group will be meeting shortly and progress on the project will be reported here, in the Barkway Bulletin, in Parish Council meeting minutes and in other usual means of communication

A large hole suddenly appeared outside 54 High Street, Barkway this morning between the hours of 08.30 and 10.15 am exposing a still buried gas main under the edge of the collapse.
At the roadside, a section of kerb 2 yards by 1 yard long, collapsed into a hole about 2 feet deep. Barkway Parish Council used borrowed cones to highlight the danger to motorists and pedestrians.
Barkway Parish Council contacted the Police and Herts. Highways at 10.15 as the size of the hole, its position next to the pavement, made for a potentially dangerous situation.
No one form Highways appeared, despite assurances that “someone was on the way”
At 19.00h, after further calls by concerned residents, as a gas pipe was exposed in the collapse, National Gas Grid engineers appeared and confirmed there was no gas leak, and that they would request Highways to attend to proper safeguard the hole.

The Parish Council is pleased to report that within days, Barkway Speedwatch, will begin monitoring speed within the village. Barkway will be the first Speedwatch Group in Hertfordshire, with groups in Royston and Ashwell coming shortly, and thereafter across the whole County
The Speed Watch Volunteers, under the co-ordination of Tony Harris, will begin checking traffic speeds at different times of the day, at different points in the village.  
The objective is to educate drivers to reduce their speed, not catch those who choose to ignore speed limits.  Speeding vehicles will be logged and reported to the Police, and letters of caution issued. Persistent offenders will be identified by the police for prosecution.
A central Cross-County record will allow the Police to identify if a vehicle has been recorded speeding elsewhere in the county and take appropriate action.
The Parish Council wish to thank Tony Harris and Sgt Jon Vine of Royston Police for their hard work in getting the group together, the commitment of Royston Police and of course the stalwart members of the Speedwatch Group, who have come forward to pursue proactively reducing vehicle speeds through the village.

The next Census Day is 27th March 2011. Next month every home in the district will receive a form which needs to be returned providing information on the household on that day. Everyone living or staying in your home must be included on your form. Please complete and return the form as soon after 27th March as possible. For the first time, forms may be completed on line. Help is available for anyone who has difficulty in completing the form - on line at www.census.gov.uk or by phone on 0300 0201 101. The Census is very important as the information obtained is used to determine where funding needs to be allocated.

The Parish Council is pleased to announce that the first £21,000 of funds for the Pavilion Project is “in the bank”.  This follows the signing of a Section 106 agreement with North Herts. Homes and North Herts. Council, this morning at Letchworth, by Cllr Dr Bob Davidson and Cllr Gordon Baker. Section 106 is a sum of money, calculated upon the value of a development and paid by the developer as mitigation for the impact of the development on the community. Usually this money would be split into different funds which can then be allocated to projects within the Parish. However in this case, following months of careful planning, negotiation and cooperation between the partners involved, it was agreed that Barkway Parish Council could receive the total into one project fund, namely The Pavilion Project.

The signing of the Section 106 agreement paved the way to the granting of Planning Permission to North Herts. Homes, to begin to redevelop the site, to deliver 10 new homes to Barkway, including affordable homes.  As previously announced, regrettably, the cancellation of all housing grants by the new Coalition Government means that there will be fewer affordable homes available within the new development than first anticipated. However, this is the vital first step in seeking to fulfil our housing needs in Barkway, in a manageable and sustainable way. Included within the plans will be a Village Garden, which will be created by North Herts. Homes  in conjunction with the community, to provide a relaxing area for everyone to enjoy.

The bat’s mating  season, creates a very tight timescale when works can actually commence. However, it is anticipated that dismantling works will commence in mid March and construction will take place over the summer and into autumn. A meeting will be held by the Parish Council, North Herts. Homes and the Project Manager, in the Reading Room in early February for all residents who live around the site, to explain the demolition and building schedule, and how the works will be conducted, and to answer any questions about the programme. The date of this announcement will be made as soon as possible.

Now that the snow has arrived, there will be concern for those residents who find difficulty in coping with the icy conditions and who are worried about over using their heating in the light of spiralling bills. In a close village like Barkway, it is a very neighbourly duty to check on such residents. If you have a neighbour about whom you are worried or know someone in these circumstances, please do make regular calls on them to check on their welfare. Care of this kind is usually appreciated.

Following two burglaries in Barkway and Barley, the need to strengthen and support our Neighbourhood Watch effort becomes ever more important. There is a danger that our area could become a nice little sleepy backwater for criminals. We can hope that the Police will spend a bit more time in the locality, but it remains for us to be ever vigilant

Following a site visit to Barkway Golf Course on 26 October by an Inspector appointed by the Secretary of State for Communities and Local Government, the appeal is made under Section 78 of the Town and Country Planning Act 1990 against a refusal to grant planning permission was dismissed. Recently a meeting in the Village Hall, Barkway, was attended by over 60 members of the community to discuss the resurrection of Neighbourhood Watch across the Parish and the creation of a cohesive Village Emergency Plan. 
Two burglaries in the village earlier on in the day in broad daylight, the victims being elderly residents, added impetus to the need for an effective Neighbourhood Watch Scheme. PSCO Chris Brabrook, was unforeseeably unable to make it to Barkway, so the village was very grateful that PC Paul Marina was able to step in at the last minute to deliver a very interesting and informative presentation on Neighbourhood watch.
He informed those in attendance of the types of crimes that have occurred in the area and the constant need for the community to be ever-vigilant against crime. 
The meeting then went on to discuss the Village Emergency Plan, a vital and important necessity for remote villages, the need for which was identified as part of the Barkway Parish Plan Process, as a result of the late night stranding of Royston Round Table in the heavy snows before Christmas on Reed Joint, and the isolation of of the village as a result of the snow.
It was decided that Neighbourhood Watch and Emergency Plan should be combined into one effective team, and, following the question and answer session that followed, a number of people came forward to fill vital roles.
Cllr Vince Styles, who held the meeting and is leader of the NHW & EP Team, said “he was incredibly grateful to PC Marina, and everyone who attended and have volunteered to join at least one aspect of the new team.” He added that he had recently spoken to PCSO Brabrook about a further public meeting to organise the cascading of up to date crime information, intelligence and trends that affect our area.In light of the recent burglaries that have occurred in Barkway, the Team and the Parish Council would like to reiterate the need to be vigilant.
If you are sure you have witnessed a crime take place then contact the Police on 999 – suspicious activities or individuals, or any behaviour that seems out of keeping with the village, should be reported to the police on 0845330222. It is the public’s observations and attention that could provide information that fits into a much larger overall intelligence of any particular crime in the area.

Two  robberies took place in Barkway yesterday. Costly damage was caused and items taken when illegal entry was made in both cases. The Police are investigating and are appealing for anyone who witnessed anything untoward or has information that may be helpful to come forward. Please call 0845 33 00 222

Following a request by the County Archaeologist (as part of the pre-application discussions) a company called Archaeological solutions Ltd have been commissioned to undertake a field evaluation on the Wheatsheaf Meadow site. They will be on site starting sometime next week. Temporary fencing will be erected during the site investigation and there will be a JCB digging trenches. The trenches will be backfilled and the fencing removed following the investigations. The work is expected to last five days. Their findings will be reported as part of the planning application submission.

The next meeting of the Barkway Forum is planned for 15 September in the Village Hall at 8pm and as Councillor Jo Cockerton has had to step down as Secretary, Councillor Ken McCormick has agreed to act as Secretary for the time being. Please make a note of the date and time and it is hoped that many organisations will attend in order that the momentum of this newly formed organisation can be maintained. More information will be circulated to members shortly.

Barkway Village Emergency Plan and Neighbourhood Watch
A key component of the recently published Barkway-Newsells Parish Plan was the need to create a cohesive emergency plan, capable of responding and acting with the “999” emergency services.  A team, led by Councillor Vince Styles, was formed to identify the many threats the village could face. These ranged from adverse weather conditions to the possibility of serious road accidents involving hazardous loads. And because we do have a sense of humour, the threat of vampires, zombies and aliens from Mars. Once we looked at these threats, it became clear that “muddling through” was not an option. After a lot of hard work we now have a Village Emergency Plan in draft form. There is one important element missing - VOLUNTEERS - for the plan to succeed, your Village needs you. The Plan identified the need for skills to cope with crises, ranging from medical to practical, such as access to 4X4 vehicles. Calling on vulnerable residents to check their welfare would be invaluable. It is hoped that people who would like to volunteer could be combined into one effective group that would include the Neighbourhood Watch team. In partnership with the formation of a Neighbourhood Watch Team, a meeting will be held in the Village Hall on 1st September at 8pm. Your presence is requested but if you are unable to attend this meeting and would like to be involved, please contact Vince Styles on 01763 848707.

There have been two sessions of archery tuition on the “Rec” to date and hopefully one more to come. Both sessions have been fully subscribed (15 people per session) with nearly 3 hours of tuition. Everyone that attended enjoyed their expert coaching and by the end of the sessions some could hit the target and even score bulls eyes. The Barkway Church Fete was held today in Barkway House. The event was well attended and enjoyed by all. A notable part was the excellent Maypole dancing by the pupils of Barkway School. Thanks go to everyone who helped to organise this annual event.

Royston Heath Archery club visited Barkway on Saturday 26th June to host an “Archery taster session”. The event organised by Tony Terry from Barkway Parish Council was attended by 13 people from the village, on what turned out to be one or the best days of the summer so far. For safety reasons, the top football pitch was roped off and if that was not enough for "rec" users, large signs declaring - “Danger Archery in Progress” were placed along the perimeter. The Archery Club turned out in force to demonstrate their skill to Barkway with 6 instructors, who teamed up with two budding Barkway toxophilites each, to give them tuition and an introduction to  archery. Between shoots, the club demonstrated different bow types and explained everything anyone could want to know about archery. The afternoon was a complete success and in order to try to introduce more people to archery, a second date, subject to availability of instructors from the club is planned in late July - please contact Tony Terry for  details. Longer term, it is hoped we may be able, if there is sufficient sustained interest, to form an archery club in Barkway. Certainly after this taster several budding archers expressed an interest in taking beginners courses.

The Barkway Bellringers are desperately looking for new recruits in order that regular bellringing can continue in Barkway. If you are looking for a new hobby that has changed little over the past 300 years, that is a very social, team orientated and mentally stimulating pursuit, then this could be for you. Contrary to popular belief you do not need to be strong, musical or be a regular Church attendee to become a bellringer and it is enjoyed equally by men and women. We practice at Barkway Church most Mondays from 7:45 until 9pm and you would receive a warm welcome if you came along.

The first meeting of the newly formed Barkway Forum took place in the Village Hall yesterday. The meeting was well supported with representatives from the many village organisations attending. The aim of this meeting was to set the scene for the future running of the Forum and for the appointment of officers. Click here for the minutes of the meeting. The monthly report from the Local Constabulary shows details of recent crimes in the area - we feel that it is timely to remind residents of Barkway to remain vigilant as regards their property and that of their neighbours. Take special care to lock doors, garden sheds and garages and if your property is going to be empty for a period of time, let the Police know by completing the "Unoccupied Premises" form. The final draft of the Barkway Parish Plan, as prepared by the Barkway-Newsells Parish Plan Steering Group and volunteers has gone to print. It will be published on 1 June 2010, but a short resume on its content will be delivered on 26. May 2010 at the Annual Parish Meeting. The APM is at 7.30pm in the village hall, guest speaker Julian Dollar from Newsells Stud. Everyone is welcome to join the meeting, with drinks and canapes being served beforehand from 7pm

Out of the Parish Plan process, a proposal to form a new group comprising as many of the village organisations as are interested has been put forward and the first meeting will take place in the Village Hall on Wednesday 6th May at 8pm. This new group will be known as "Barkway Forum" and its main aim will be to share information and ideas for the benefit of the Village in general. Response from Herts. County Council Highways regarding regarding the issues of HGV’s using the B1368 through Barkway - "As you are aware, we are undertaking a review of our highway network in accordance with the requirements of the Traffic Management Act. The review will include the establishment of a route hierarchy and HGV routing, striking a balance between the needs of ensuring economic and efficient servicing of premises and deliveries, whilst mitigating the adverse impacts of HGV traffic. I have forwarded a copy of your letter to the team dealing with the review in order to take account of your concerns. However, I would point out the review is a significant piece of work which will take a number of months to complete. Once the review is complete our intention is to share information with road haulage groups and SATNAV providers to help guide lorries around Hertfordshire’s Highways Network. "

The Parish Council has received several complaints from residents about the number of lorries driving through Barkway High Street during the latter hours of the day. These lorries, mainly operated by P J Thory Ltd of Peterborough and not necessarily speeding, have been causing severe disturbance. The Parish Council has in the past six weeks had cause to approach this firm about their lorries and received an assurance that drivers were instructed not to speed through Barkway. However this latest series of complaints has necessitated approaching Herts Environment for advice on hours of restriction etc. for which we are awaiting. The Parish Council has again contacted P J Thory Ltd and informed them that in the event of their lorries being seen to speed through Barkway, the matter would be referred to the Police.

Red Telephone Box - British Telecom has indicated that they wish to remove the telephone from the red kiosk as it is currently not used. In 2009, only 12 calls were made from the box. The box is a listed property, which means it cannot be removed and must be fitted with a telephone.  However, BT have indicated that they can apply to English Heritage to have it delisted, then the phone and the box can be completely removed. In an alternative initiative, the Parish Council is invited to adopt the box for a fee of £1. The phone would be removed, and the care of the box would fall into the Parish Council. This would of course mean additional costs to the village for its up keep. The Parish Council wishes to hear your views:  Should apply to adopt the box, so that whilst, losing the telephone, we would keep the red box in place? We need to decide soon. Following yesterday's approach to Herts CC about uncovered Anstey Quarry lorries seen driving through the village, we have heard from that the Monitoring and Enforcement Officer visited the site today and made it clear that unsheeted laden lorries exiting the site was not acceptable and instructed the  circulation of an urgent reminder to all hauliers to ensure that any loads are correctly covered before exiting. Barkway Parish Council is greatly appreciative of this prompt action.

The Parish Council has reported to Herts CC that Anstey Quarry lorries have been seen driving North through Barkway, fully laden with crushed concrete/rubble, but uncovered. It is a condition of quarry operations that such lorries are covered.

Village pond - due to high water level and concerns over the condition of the jetty, the Parish Council has closed the jetty indefinitely. The public are requested to refrain from using the jetty until further notice. Anyone who chooses to ignore this, does so at their own risk.

Following an approach to North Herts MP, Oliver Heald by the Parish Council regarding the problem of HGVs using the country network and the possibility of SATNAV being programmed to avoid certain country routes, we have heard from Mr Heald that he has been informed by the Director of Environmental and Commercial Services at Herts CC that Herts CC is currently undertaking a review of its highway network, which includes an establishment of a route hierarchy and HGV routing. This will feed into their Intelligent Transport Systems strategy where one of the initiatives is to work with road haulage groups and SATNAV providers to guide lorries around Hertfordshire highways network. This is a project being adopted by a Parish Plan working group who will keep on top of the matter.

The recent road works within The High Street were discussed with the Area Manager from Herts Highways on Monday 15th February who was visiting the village on a separate matter. The works have been planned for some time but were delayed by weather.  A window appeared in the contractors schedule whereby they could be completed, hence the sudden appearance.  The Parish Council welcomes the works which will hopefully see less vibration noise from HGVS on the uneven surfaces, but will continue to push for a complete resurfacing of the High Street in the future. The traffic management was somewhat lacking, and Herts Highways will address this with the contractor.

The Parish Council is also pleased to say that we learned that as part of this phase of works, the pavement in London Road will be have its verges cut back and the surface completely re-laid at some point in the near future.

Today, many people, despite the weather, visited Laing's lovely barn in Elms Lane, for the annual pancake and coffee morning which included a bring and buy stall. The event was very successful and enjoyed by all. A raffle was held and all proceeds will go to Barkway Church. Click here for some photographs.

In response to the Parish Council's request for information about salt bins, we understand from NHDC that there are approximately 120 requests on a list for North Herts/Stevenage alone. Very few have been installed in the current year and those that have have been are the highest priority in accordance with the County's criteria (gradient/school etc). Barkway is on the list for a salt bin but we are not sure of the priority level.  Funding is an obvious issue currently with the provision of salt bins with the level of gritting/pothole repairs being undertaken due to the current cold winter. The question of salt bins was raised by the Members of the Joint Member Panel and a report is to be prepared regarding salt bins. Your Parish Council will keep on top of the issue.

It has come to the notice of the Parish Council that lorries belonging to P J Thory Ltd  have been driving through the village at speeds estimated in excess of 30 mph. The Parish Council has taken up the matter with the firm and has been assured that their drivers have been instructed to observe the speed limit whilst driving through Barkway. Parish Council has contacted Herts CC Environment and complained at the delay it is taking in getting salt bins for the village. These were requested in December, and we received assurances they would be in place as soon as possible. There is still no date for delivery of the bins. We understand that the weather in the county has seen an increased demand for bins in the bigger towns,  but we are on the list.

A report commissioned by HCC entitled "Winter Maintenance Programme - an investigation into the effectiveness of the current arrangements" concludes " the Group believes there is benefit clarifying that liability remains with the Highways Authority (i.e. the County Council) if residents/businesses clear snow from the front of their properties.  This would clear some of the confusion among the public as regards the responsibility.

The Parish Council received a further request from BT for the village to adopt the red telephone box in the High Street. Adopting means that we keep the box without the telephone equipment, and have to look after and maintain it. Keeping it as a working phone, BT have to maintain it. The Parish Council has responded to BT saying that with no mobile or unreliable mobile phone signal in the village, we therefore regret we are unable to accept your kind invitation to “adopt” our listed telephone box, and must insist you continue to provide a telephone service from the box and continue to maintain the box in the manner you have done successfully in the past.

At a meeting of the Parish Council held in the Reading Room on the 8th December, the current Chairman, Ken McCormick stood down. Ken will continue as a Parish Councillor. In his place Dr Robert Davidson, the current Vice Chairman, was elected Chairman and in his place, Gordon Baker was elected Vice Chairman. The Councillors present unanimously expressed their thanks and gratitude to Ken for his hard work and efforts over the years as Chairman.

The Parish Plan Steering Group delivered a questionnaire to all addresses in Barkway and Newsells on Sunday 6th December. The purpose of the questionnaire is to give residents a first opportunity of providing their views on the future of the Parish. Questions relating to issues and concerns regarding the environment and the community will be included and residents are asked to complete and return the forms in accordance with instructions by the 19th December. This is an important exercise as the findings will go a long way in determining planning and funding for the community in the future. Your co-operation will be greatly appreciated.

Despite appalling weather the Barkway Moonlight Market in the Church on Saturday 21st November was a huge success with over 200 people enjoying the amazing range of goodies organised by the Friends of Barkway Church. The food stall piled high with a wonderful variety of treats was great attraction as were the stalls with Christmas presents, decorations, candles, cards and local honey. Children were able to make their own decorations to take home or be hung on the Christmas tree in the Church next month. A major treat was the great Barbers Shop group, who provided huge entertainment for those who just wanted to sip their Whisky Mac and eat the hot sausages and enjoy themselves.

Dog Fouling in Barkway has in recent times become a particular nuisance, and the Parish Council has diverted valuable revenue from its limited funds to provide dog litter bins at multiple sites within the Parish.  For the most part, dog owners within the village have cooperated and used the dog bins and in so doing have shown strong social responsibility and a commitment to keeping the streets and pavements of Barkway dog mess free.
It has been reported to the Parish Council by a concerned residents that despite our efforts and the cooperation of the majority of dog owners/walkers, that it appears a persistent minority still fail to clear up their dog’s mess.
The Parish Council prefers to try to tackle problems of dog fouling by bringing the matter to the attention of the dog owner/walker. However the Council has a responsibility to report to the authorities any person who does not comply with the law.
We therefore wish to remind all dog owners/walkers that under the Dogs (Fouling of Land) Act 1996, failure to clean up dog mess is punishable by law and carries a fine of up to £1000 for each instance.  Please ensure that that you have the necessary bags/scoop etc with you when walking dogs, and that you clean up any mess left by the dog(s) as required by law and use the dog mess bins. In so doing you will help to keep our beautiful village clean and tidy.

Firework display at Barkway Recreation Ground - a happy and safe evening was enjoyed by children and adults alike - the rain held off. A bucket collection towards the cost of the event raised £320.86 - a big "thank you" to those who helped to organise the evening.

Friends of Barkway School and the Playgroup Committee would like to say a huge "thank you" to everyone who supported the Auction of Promises on Saturday 17th October. The event was a great success and has raised approximately £8000.00. Special thanks to everyone who donated promises, to those who bid for items, to those who attended the event and to all the people who worked so hard behind the scenes to make the evening a success.

It can be announced that this morning the Planning committee voted unanimously to reject the application by the Golf Course to create the golf academy by the importation of inert debris. Whilst roads were discounted as a problem, the sheer volume of material, the length of the works, the failure to properly consider a right of way  and other breaches of HCC policy were sufficient to persuade the committee to dismiss the application.
A representative of the agent did appear and did mention that they would consider an appeal if the application was rejected.

A fabulous time was had by all at the Barkway Playgroup 'Camping on the Rec' fundraiser organised in August.  The sun shone, the sausages sizzled and the bonfire blazed.  We managed to raise around £450 !, which will go along way to keep the playgroups head above water.  Thank you so much to the Parish Council who allowed this event to go ahead and also to everyone who came. We hope to make this an annual event, so will see you next year under the stars.

Wheatsheaf Meadow House will be used for the summer and autumn months as a temporary office by North Herts Homes, to enable them to manage a programme of improvements in their properties in the villages south of Royston. The offices will only be used by NHH staff during office hours and will have minimal impact on neighbouring householders. To this end, workmen have been and continue to work at the site, in order to install the offices. As stated before, there are no plans to use the building for any type of accommodation. The Parish Council is in discussion with NHH over the development of affordable housing in the village to meet the future accommodation requirement identified in our Housing Survey needs.

Barkway Parish Council, by working actively with NHDC, our District Councillor and Herts. Police, has recently secured a change in speed monitoring initiatives, with the Ermine ward now benefiting from 10 speed checks per month, 3 of them enforceable,  whereas before the number was less and none were enforceable. A small but important improvement

It should be noted that in the last 2 years, of those caught speeding by the police,  80% of the offenders were local residents.
For rural parishes, such as Barkway, it is necessary to embark on and complete a Parish Plan (PP). Such plans encompass many issues and proposals for corrective action and their implementation.
Barkway has commenced this process and is under the steerage of the Barkway Parish Plan Group, which opened consultations with the community at the recent Barkway Church Fete. Not surprisingly, amongst  several issues within the Parish village traffic, particularly  speed and HGV’s  were raised several times. The PP enables everyone to raise issues, express their opinion on those issues, and  then get involved to work with the authorities to seek actions to resolve those issues.

Whilst the PP progresses, for concerns over traffic issues, it is recommended that residents can contact the following:
